In 2009, the AFL (NSW/ACT) introduced a junior "Pathway" Policy which aligned junior clubs to senior clubs within a geographical boundary. The policy provides for a list of up to thirty players to be named by Penrith from the junior feeder clubs (Blue Mountains, Emu Plains/Glenmore Park, Penrith and St Clair (and other clubs as per the list on the attachment).
AFL (NSW/ACT) agrees in principle that it is important that talented youngsters stay within their local area and play under 18/senior football with the Senior Club aligned to their local area. Penrith are fully supportive of this policy which has seen in the past players leaving the area and an growing inbalance in the competitive nature of Sydney Under 18's football. Since the introduction of this policy, Penrith have been receptive to some "listed" players being released in their endevour to play Under 18's football at a higher level (Premier Cup). The promotion of the Rams Under 18's to Premier Cup in 2011 has negated the needs for talented players to look elsewhere and allows them to play in the local area.
