Carl Bay stared swimming at the age of 10 under Auckland coach Paul Krause who used to visit Fiji during the winter months. At the end of 1959 when he moved to New Zealand for further studies, Carl continued swimming and regular training under his coach. Auckland provided Carl plenty of competition and the opportunity to improve on his times.
Carl Bay represented Fiji in swimming in the inaugural South Pacific Games in Suva 1963 and then again at the second Games in Noumea in 1966.

- 110 yards freestyle
440 yards freestyle
- 1650 yards freestyle
- 440 yards medley
- 440 yards freestyle relay
Of the 5 gold medals, 3 were individual gold medals in a single Game Carl set a record for individual achievement in men's events which was equalled 30 years later in 1993 by another Fiji athlete on the tracks of Vanuatu.
In the New Caledonia Games in 1966 Carl won a silver medal in 400 metres freestyle relay. He retired from swimming in 1967 but is still involved with the sport in an official capacity.
