The John Larter Development Scholarship was introduced in 2006 in honour of one of Victoria's senior umpires John Larter. John has been a major contributor to the Victorian Umpiring Program over many years and his commitment and achievements are recognised by Softball Victoria and the Victorian Umpiring Committee in the naming of this award. This award is presented to a current Level 1 umpire, to be eligible to win the John Larter Development Scholarship,
- the nominee being a competent umpire within the season the award is presented in
- the umpire demonstrates an enthusiasm for umpiring
- the umpire consistently demonstrates an above average level of officiating skill
- the umpire demonstrates commitment to work towards their obtaining their level 2
