ISSF Excepts Tuvalu As Full Member

5 Years  to become a full Member!? .... Why didn't we have a hope of going to China?
All our applications ment nothing.

 The issue is a ISSF rule which is  .

1.  Constitution of the ISSF

1.3.2

For shooting organizations without a National Olympic Committee, "Provisional Membership" of the ISSF may be granted on the following terms.

1.3.2.1

Certification and recognition as the sole controlling body of amateur shooting sports in their country by an appropriate Government Agency.

1.3.2.2

A Provisional Member may have one delegate attend the General Assembly, but shall have no vote. Speaking rights shall be at the discretion of the Chairman.

1.3.2.3

A Provisional Member shall not be entitled to:

1.3.2.3.1

submit proposals to the General Assembly;

1.3.2.3.2

nominate a person for election to any ISSF office or committee.

1.3.2.4

A Provisional Member and its shooters may participate in all ISSF sanctioned events except the Olympic Games.

1.3.2.5

Participation is on the condition that no shooter from a Provisional Member country may:

1.3.2.5.1

obtain an Olympic MQS;

1.3.2.5.2

obtain an Olympic Quota.

We argue against rule 1.3.2 not against Provisional membership for the other nations

With  24  nations and territories  in  Oceania with only six having full membership (ISSF website).

  Tuvalu  put forward arguments we  experienced;

  1. For Oceania Island nations this rule discriminates against us due small population base thefore limited sporting base.
  2. Hinders the Nation in becoming a NOC
  3. Excludes the founding shooters whom are the body the ISSF should support.
  4. Does not exist for other sporting Federations
  5. Blocks IOC scholarships and funding
  6. Potentially stop's the Nation sending the most qualified athlete

IN 2003 we didn't have the 5 teams needed for a NOC  before Athens  (shooting being the 5th)
Finally Tuvalu  becomes  NOC in June 2007
9 months later the ISSF process us to full member all to late.
Well that's 2  potential Olympics lost for eternity. One affecting the nation the other affecting the shooting body.
