New competition rules

Please find attached a draft copy of the new competition rules.  The new rules are more streamlined (almost half the words), easy to read, and include only information that is relevant to our competitions. 

There are some changes proposed.  Some of the main changes, as well why they've been suggested are listed below.   We encourage members to familiarize themselves with the competition rules and advise of any concerns they have by emailing us at before Wed 23rd of October.

3.5.1.  Finals eligibility.  Reduced from (50% rounded up) to (30% rounded down).  In a 13 game season this equates to 7 games v 4 games.  The rationale is that we want all registered players eligible to participate in finals.  The lower qualifying period also encourages players to register later in the season, which helps us when new people move to town.

4.3.4.  Timeouts reduced from 2 per team in first half & 1 per team in second 1 per team in the first half & 2 per team in the second half.  The rationale is we want teams playing basketball, not sitting on the bench.  This is even more relevant in competitions where the clock doesn't stop.

4.3.5.  No timeouts or subs during the last 1 minute of each quarter.  The rationale is this prevents teams from running down the clock in close games.  Again this is necessary in running clock games. 

4.10.1  5 min sin bin rule introduced for players who receive a tech foul for abuse of referees.  The sin bin provides an inbuilt mechanism where players who receive a technical foul for abuse of a referee have time to cool off.
