An umpires report was raised against West Coast Hawks coach/player Mark Dolling on 30 June 2018, citing "Using abusive, insulting, threatening or obscene language towards or in relation to an umpire".
An offer under the MWFL Pre-determined Penalty Guide was made for a four week suspension upon receipt of a guilty plea, or alternatively refer the matter to the MWFL Tribunal. A guilty plea has subsequently been received.
Given that Mark is the coach of the Hawks, the following provisions apply:
- Playing ban for four weeks with the next eligible game 11 August 2018 (MWFL -Round 15);
- Mark is not eligible to enter the oval surface (inside the fenced enclosure, including coaches box) for the duration of the A Grade match (match time or breaks);
- Mark may address players from outside the fence should the club so choose, however standard conditions continue to apply with respect to Mid West match breaks:(5 minutes breaks at ¼ and ¾ time on the oval. ½ time break is 20 minutes off of the oval);
- There is no restriction on attendance in change rooms or other ground facilities.
The League wishes to reinforce that abuse towards umpires is not acceptable and that significant penalties apply to guilty parties. There has been an ongoing effort to raise awareness of this via League meetings, clubs contacts and public statements.
