WEIGHTLIFTING FIJI CONSTITUTION

  1. NAME

The name of the Federation shall be the WEIGHTLIFTING FIJI

  1. DEFINITIONS

The Federation shall mean the Weightlifting Fiji (WF)

Weightlifting shall mean the sport played under the rules of the International Weightlifting Federation (IWF)

The Association shall mean the body formed at District and Provincial level to develop the sport of weightlifting in Fiji.  The Association must have at least three affiliated clubs before becoming affiliated with the Weightlifting Fiji

A club shall mean a body affiliated to the Weightlifting Fiji and shall have no less than 5 members

  1. OBJECTIVES

The objectives of the Federation are:

  • To encourage, promote and control the sport of weightlifting in Fiji, within the rules of the International Weightlifting Federation (IWF)
  • To represent Fiji’s weightlifting interest at national, regional and international levels
  • To affiliate with the International Weightlifting Federation (IWF), the Oceania Weightlifting Federation (OWF), the Commonwealth Weightlifting Federation and be a member of the National Olympic Committee
  • To select players or teams to represent Fiji at national, regional and international competitions or tournaments
  • To assist in providing funds for the development of weightlifting through levies, raffles, lotteries etc
  1. MEMBERSHIP

A)    ASSOCIATIONS AND CLUBS

  • Membership of the Federation shall be open to district or provincial weightlifting associations in Fiji. Any individual person must be registered with a weightlifting club from any Association.
  • In the absence of a district or provincial association, the Federation may accept affiliations from individual clubs. Where there is more than two clubs on a district or province, they shall form an Association. If necessary, the Federation may terminate the membership of individual clubs.

B) LIFE MEMBERSHIP

  • Life membership maybe bestowed on an individual for long and faithful service to the Federation at any Annual or Special General Meeting upon receipt of nomination in writing from any affiliated district/provincial association or club.
  • The nomination must be accompanied by details of the service given to the Federation by the nominee and should be in the hands of the Secretary at least thirty days before the General Meeting
  1. OFFICE BEARERS
  • The office bearers of the Federation shall be:
  • One President
  • Two Vice Presidents
  • One Secretary
  • One Assistant Secretary
  • One Treasurer
  • Three Executive Committee Members
  • One Athletes Representative (who shall be the Chair of WEIGHTLIFTING FIJI’s Athletes Commission)
  1. AUDITOR

The Federation shall appoint an Auditor at the Annual General Meeting to audit the Federation Accounts

  1. EXECUTIVE COMMITTEE

a]         The management of the Federation shall be vested in the office bearers.

  • Meetings of the Executive Committee shall be held at such time and place as determined by the President in consultation with the Secretary
  • The President shall preside at all meetings of the Executive Committee and in his/her absence one of the Vice Presidents may be elected to the chair
  1. POWERS OF THE EXECUTIVE COMMITTEE

The Executive Committee shall have the power:

  • To sanction, organise, arrange, regulate and control all weightlifting tournaments for the benefit of weightlifting enthusiasts in Fiji
  • To make, alter, amend or rescind any rules or by-laws, which may be necessary for the effective control of the tournaments and competitions under the control of the Federation
  • To censure, suspend, expel or take any other form of disciplinary action against affiliated district or provincial association or club or any of their members provided that the aggrieved party shall have the right of appeal to the Executive Committee Meeting
  • To decide upon any disputed issue relating to tournaments or competitions organised under the auspices of the Federation. The decision of the Committee shall be final and no further appeal will be entertained
  • To raise funds through raffles, lotteries, levies, donations etc, for providing finance for the Federation
  • To deal with applications for the affiliations made by any district or provincial association or club
  • To fill any vacancy which may arise in the Committee from time to time
  • To appoint from time to time such ad hoc or sub-committee as it may consider necessary to achieve the objects of the Federation
  • To delegate any of its powers to an ad hoc or sub-committee on such terms as it any consider appropriate
  1. ANNUAL GENERAL MEETING (AGM)

a]      The Annual General Assembly shall be the supreme governing body for WEIGHTLIFTING FIJI and shall meetat least once a year within three months of the end of the financial year.

b]         The Annual General Meeting shall consist of:

  • The Patron and the Vice Patron
  • Life Members
  • All the Officers Bearers
  • Two delegates from each affiliated district/provincial association
  • One delegate for every club affiliated to the Federation

c]      The President shall preside at all General Meetings and in his his/her absence one of the Vice Presidents shall be elected to the Chair         

d]      Only office bearers, life members and official delegates shall have the right to vote at any Annual General Meeting

d]       At least twenty-one days notice of any Annual General Meeting shall be given to any district associations and

clubs, office bearers and life members

e]         The quorum for any general meeting shall be one-third of the members eligible to vote

f]         The business of the Annual General Meeting shall be to:

  • Receive the annual reports
  • Receive the audited financial statement of the preceding financial  year
  • Election of Office Bearers
  • Appoint the Patron and Vice Patron
  • Appoint an auditor
  • Deal with motions of which at least thirty days notice has been given to the Secretary
  • Deal with any other matter with the leave of the Chairman
  1. SPECIAL GENERAL MEETING

a]        A Special General Meeting shall be called by the Secretary upon the direction of the Executive Committee or upon receipt of written request from the Presidents or Secretaries of at least three districts or provincial association or clubs specifying the purpose of the meeting.

b]         A Special General Meeting shall deal with the specific business for which it has been convened

  1. ANNUAL SUBSCRIPTIONS

a]         The annual subscription payable to the Federation by the affiliated association shall be as follows:

                                    1]         Twenty dollars per district/provincial association

                                    2]         Ten dollars per club

b]      Anybody, whose affiliation with the Association is approved at any time during the year, shall pay the full subscriptions for that year

  1. FINANCIAL YEAR

The financial year of the Federation shall end on the 31st December each year.

  1. BANK ACCOUNT

The funds of the Federation shall be kept with the Trading Bank to be decided by the Executive Committee. The account shall be operated by the Treasurer and counter signed by the President or the Secretary

  1. VOTING

At a Executive Committee meeting all the office bearers shall be entitled to vote. The Chairperson of any meeting shall have a casting vote in the event there is a tie in addition to a deliberated vote

Voting for the elections for office bearers shall be by a show of hands unless requested otherwise by at least fifty percent of the members present and eligible to vote

In such cases voting shall than be conducted by secret ballot. Associations and clubs who fail to pay their dues or annual subscriptions within 3 months of the commencement of the financial year shall be not entitled to vote and shall have their speaking right withdrawn

  1. POWER TO ACQUIRE, BORROW, SUE OR BE SUED

The Federation shall have power to acquire, hold, mortgage property or borrow money with or without security and any such power shall be subject to such instructions as maybe issued by the Federation from time to time

  1. AMENDMENT OF CONSTITUTION

This Constitution maybe amended by a two-thirds majority at any General Meeting provided that notice of the proposed amendment is given in writing to the secretary of the Federation at least twenty-one days prior to the date of the meeting

  1. STATUTES

All previous Constitution of the FIJI AMATEUR WEIGHTLIFTING ASSOCIATION are hereby repealed and replaced by this Constitution of WEIGHTLIFTING FIJI which was adopted at its  Annual General Meeting held at Suva, Fiji on the 12th Day of December 2009
