Summer Jam Festival 2009 (3 on 3- 12th December)

WHY 3 on 3?

Following the announcement from BBNZ that New Zealand has been invited to enter a men’s team for the 2010 Youth Olympic Games in Singapore, August 14-26, to be contested in a FIBA three-on-three half court format, so we thought why not.

The Summer Jam Festival will be competed for in the following divisions:

U9, U11, U13, U15, U17, U19, U21, 2nd Division, OPEN,

Social, Family, Masters 35, Masters 45 and a Wheelies

along and meet players, coaches, officials from associations around the
North Island, catch up with some old buddies, make some new friends,
show off those skills and enjoy a fun day on court celebrating the joy
of playing basketball.

Who will be crowned the ultimate team, the 3 on 3 champs, the 3 ball kings the bragging rights for 2009?

Players have to pay individual registration fees before they can play for any team.

Team Registrations

A separate Team Entries must be registered for every team by Friday 4th December 2009 with completed Team Registration form and entry fee. This
does not guarantee you a spot in the tournament. Full fees must be paid
by Thursday 10th December 2009. Players cannot play for two teams in the same division.

1. The FIBA 3 on 3 Basketball Association playing rules will apply.

2. Each game round will be 25 minutes with an immediate turnaround after each event.

3. Sound signals will indicate the start and the finish of each game.

4. Teams must register a minimum of 4 players and a maximum of 8 players.

Completed registration forms must be completed in FULL and received by
the TOURNAMENT CO-ORDINATOR, or TOURNAMENT DIRECTOR prior to Thursday 26th November 2009.

6. No players may be added to, or changes made to a team registration form after Round 1.

Registered players must have played at least two (2) games for their
team prior to semi finals, or they are deemed NOT ELIGIBLE to play in
the Play-Offs, Semi Finals or Finals.

The penalty for a team playing unregistered players, or ineligible
players is forfeiture of all points scored and games in which the
offence took place. The non-offending team will be awarded the game 5 –
0, or retain the points scored whichever is the greater.

All teams must wear similar uniforms, and the shirts must be clearly
numbered. The penalty for non-compliance is forfeiture of one (1) game
point (i.e. points allocated for a win, loss or draw) for each game in
which the dress standards were not complied with.

Players can only be registered to play in one Social Mixed Team. In
cases of non-compliance, the player will be considered ineligible for
the second team to play and penalties for playing ineligible players
will be applied to that team.

If a player is dismissed for the remainder of the game, the referee
must provide the Tournament Director with a Match Disciplinary Report
immediately after the game. The player ordered off must make
him/herself available for a hearing by the Judicial Committee before
the next event. The referee must also be available for the hearing.

Protests and Appeals MUST be submitted either prior, during or
immediately on completion of the game, or notice of finding of the
Judicial Committee.

13. Draws will count in the qualifying round robins. Extra time will be used in the semi finals and finals only.

If at the end of the qualifying round, two teams have equal points, the
differential system will be used. If teams are still equal, the
difference between the points scored for and those scored against when
the two teams met will be collated, and the team with the highest
point’s differential will be placed ahead.

q If at the end of a triple round robin, two teams have equal points; use the differential method as the first step.

q If the tie is still unresolved; take all games played into consideration to obtain a point’s differential.

q If more teams have the same game points, the differential points system only applies.

q If the tie cannot be resolved by the differential system a “knock out” game will be arranged between the two teams.

15. Teams and referees must be at the allocated court two minutes before the game

16. Each team must produce an approved match ball for each game.

17. Game points will be allocated as follows: WIN = 3 DRAW = 2 LOSS = 1 FORFEIT = 0

All persons not involved in the game must stay clear of play, and in
games where the court is closed off, must stay behind the barrier.

Team officials may issue verbal instructions to players from the areas
of the substitution box, however if they leave the area of the
substitution box, they can only observe the game and must remain mute.

Team members and supporters are expected to behave appropriately in the
spirit of good sportsmanship at the Tournament with any inappropriate
behaviour (including abuse of Officials, other team members etc) not
being tolerated, and may result in a player(s), team, supporter(s)
being removed from the premises. If the nature of the inappropriate
behaviour warrants it, a trespass notice may be issued.

Tournament Format 3 on 3

First to 33 or team ahead after 25 minutes

8 teams in each grade, 2 pools of 4 teams

Play round robin – 3 games to establish seeding’s for crossovers

1 v 2 and 3 v 4 semi finals

Winners to finals all other teams play off for positions


Copies of the draw will be made available to each team once finalised

The draw and results will be displayed on the notice board and website


There will be NO cancellations unless grounds are closed by the Council

Team Registration & Attire

Only registered players can take the court.

A maximum of 6 registered players per team.

Tournament Rules

Teams agree to abide by any rules laid down by the Tournament Committee

Players cannot play in bare feet

Team Captains on the night MUST sign the score card at conclusion of game

Any disputes / protest MUST be reported to Tournament Director immediately after game otherwise results will stand

Should the game be stopped or call off due to serious injury / misconduct, the score at the time of stopping stands

If a team does not have the minimum players at the start of the game, the game will be recorded as a 5 nil win to the opposition.


following are the rules and regulations for Trybal. Sportsmanship is
also a crucial aspect of the tournament and, in conjunction with
observance of the rules, allows for a safe and enjoyable weekend.  Good
sportsmanship and cooperation is both anticipated and expected. The
team captain or designated parent, if applicable, is expected to aid in
controlling teammates' and team followers' conduct and to represent
his/her team as spokesperson in case of appeals to the court monitor.
Poor sportsmanship could result in penalties against the team in either
the Technical, Intentional or Flagrant foul categories (see rule 11).
Failure to comply with the Spirit of Trybal, with acts such as
fighting, taunting, intimidating or verbally attacking a tournament
official, player or spectator may lead to the removal of that player,
team and/or spectator from the tournament.  Any ejection from the
entire tournament will result in the suspension from the next year's
SUMMER JAM FESTIVAL, at a minimum.  Decisions made by tournament
officials are final, and are not subject to review by video or other
recordings, or other sources.

1. Who Can Play?
tournament is open to players entering grades Under 11, Under 13, Under
15, Under 17, Under 19 and an open grade. These are then divided into 3
divisions, Male, Female and Mixed. The mixed teams will only be
competing in the 3 on 3 and 2 on 2 events.

2. Number of Players.
team may consist of a maximum of eight (8) players and a minimum of
four (4) players. A team may have only three (3) players on the court
at any time. For all mixed teams, a member of the opposite sex must be
on the court at all times.

3. Authorized Equipment & Apparel
player shall be allowed to wear a guard, cast, hard brace, or other
potentially dangerous equipment on his or her elbow, hand, wrist,
finger, or forearm, including equipment made of hard leather, plastic,
plaster, or metal–even if the equipment is covered with soft padding.
Soft braces, sleeves, and wraps will be allowed unless they pose a
danger to other players. As always the Tournament Director retains the
right to disallow any equipment or apparel that is judged to be dangerous or inappropriate.

4. Grades.
will be divided into tournament grades according to its players' ages.
The age group for all players is determined by their age on 31st
December 2009. Therefore if “Mary is 16 on 31st December 2009, the
under 17s is Mary’s age band.”

5. Basket Height
Baskets will be eight (8) feet high for Under 11s and Under 13s, the height will be ten (10) feet high for all other teams.

6. Basketball Size
size 5 ball will be used for all Under 11 games. The female Under 13
will also use size 5 balls. All other female games, mixed games and
males in the Under 13 and 15 grades will use the size 6 ball. The full
size ball will be used for all other games.

7. Free Throw Shooting Distance.
distance for free throws will be three (3) metres for teams whose
players are entering U11 and U13 grades and are playing on an eight (8)
foot basket; the distance will be five (5) metres for all other grades

8. Two-Point Shooting Distance.
distance for two-point shooting is five (5) metres for Under11 and
Under 13 teams; the distance will be six (6) metres for all other

9. Stealing the Ball
in all age categories may steal the ball when it is being passed. Under
11 and 13 will have a no-steal rule when players are either dribbling
the ball or holding onto it. Stealing in those situations will be
allowed in all other grades.

10. Fouls
most grades, the participating players will call their own fouls. More
specifically, the player that was fouled will call the foul. All called
fouls shall result in one free throw shot, except on successful field
goals, in which case the basket counts and no free throw shot is
awarded. During a free throw, opposing team players may not
intentionally disrupt the shooter's unhindered throw. A change of
possession will result regardless of whether the free throw shot is
made or missed. After a foul shot, the ball will be placed into play
from the back-court line. Incidental contact between opponents shall
not result in a called foul unless such contact results in a meaningful
disadvantage. Court marshals will monitor all games.

a. Technical Fouls.
technical foul will be called for unsportsmanlike acts such as
taunting, baiting, or trash talk. Taunting and baiting can involve
derogatory remarks or gestures that incite or insult a player. Trash
talk involves a deeply personal, verbal attack directed toward any
person involved in the event. In extreme cases, the player may also be
suspended from play and a coach or fan removed from the court for the
remainder of that game or for the rest of the tournament. The court
marshal may also assess a technical foul if the marshal determines that
the team is stalling in the interest of preserving a winning margin.

b. Intentional Fouls.
intentional foul is a foul designed to neutralize an opponent's obvious
advantageous position. It is a foul which, based on the court monitor's
observation of the act, is not a legitimate attempt to directly play
the ball. A foul shall also be ruled intentional, based on the
monitor's observation of the act, if while attempting to play the ball,
a player causes excessive contact. An intentional foul results in one
point for the offended team and possession of the ball.

c. Flagrant Fouls.
flagrant foul may be of a violent or aggressive nature, or an act which
displays unacceptable conduct. It may or may not be intentional. It may
involve violent or aggressive contact such as striking, kicking,
kneeing, moving under an opponent who is in the air, and crouching or
hipping in a manner which could cause severe injury to the opponent. It
may also involve dead ball contact or dialogue which is extreme or
persistent, aggressive, or abusive. A flagrant foul results in one
point for the offended team and possession of the ball, which is taken
out at the back-court line. The player committing the foul will be
suspended from play for the remainder of that game or for the rest of
the tournament.

Technical, intentional, and flagrant fouls cannot be called by a player. A court marshal will make this
call. Their decision is final.

11. Stalling
is prohibited.  Stalling is a style of play in which a team does not
actively attempt to advance the basketball toward the basket and shoot
the ball at the basket.  It is a method used in an attempt to run out
the game clock to preserve a win.  Stalling is considered an
unsportsmanlike act and will result in a technical foul against the
offending team (see rule 10a).

12. Which Team Receives the Ball First?
A coin toss prior to each game will determine which team gets the ball out-of-bounds first.

13. Keeping Score.
made baskets from inside the two-point arc count for one point and made
baskets from outside the two-point arc count for two points. Games will
be played to twenty (20) points, win by one (see rule 14 for

rules 11a and 12) if the Marshall determines that a team is
intentionally stalling to run out the clock. 

15. Checked Ball.
ball must be "checked" by an opposing player before it is put into
play. The ball must be passed to begin play.  In games consisting of
players entering Under 11 and Under1 3 grades three played on an eight
(8) foot basket, the initial pass after the "check-in" may not be
contested.  However, the player receiving this initial pass must be
behind the free-throw line extended.

16. Change of Possession.
ball will change possession after scored baskets and all free-throw
attempts with the exception of Technical, Intentional or Flagrant fouls
(see rule 11a, b, c). There will be no "make it, take it" rule.

17. Taking it Back.
ball will be "taken back" on each change of possession, regardless of
whether or not a shot was attempted. Failure to "take it back" results
in loss of possession and any points just scored. "Taking it back"
means bringing your whole body and the ball behind the dashed "take-back" line, not the sidelines or two-point arc.

18. Ball Out-of-Bounds.
A ball out-of-bounds will be taken out from the back-court line.

19. Boundaries.
basket structure, padding, and structural supports will be played as
out-of-bounds. The actual backboard, including its face, top, bottom,
and sides, shall be considered in-bounds.

20. Jump Ball.
a jump ball situation, the ball will first go to the team which lost
the opening coin toss, alternating possessions thereafter.

21. Dunking.
is not allowed at any time, including during warm-ups. Dunking will be
construed as an unsportsmanlike act and will result in a Technical

Substitutions may be made during a time-out or a "dead ball" situation.

23. Time-Out.
There will be no Timeouts permitted.

24. Player Injury.
court marshal has the discretion to suspend play for the protection of
an injured player. If a player is bleeding or has an open wound, that
player will be directed to leave the game and properly bandage the
wound. A player with any bloodstained clothing or bandage must remove
the stained or saturated material prior to re-entering the game. If it
is believed that a player has lost consciousness during a game, or is
severely injured, Trybal may require a written note from a medical
doctor who has examined the player subsequent to the game injury and
specifically authorizes that player to continue participation in the

25. Game Schedule.
printed draw will only be for pool play. Following the tournament's
pool play, each team is advised to check the Notice boards for all
official schedules, times, courts, revisions, and general game
information. Teams must be ready to play at least 2 minutes before
their scheduled start time. Teams not at their court for their
scheduled game are given a 1-minute grace period before a forfeit is
enforced. Teams are encouraged to remain in contact with their court to
observe the effects of scheduling changes that could occur mainly due
to inclement weather or other unexpected delays.

26. The Fine Print.
tournament officials shall have the power to make decisions on any
points not specifically covered in the Rules and Regulations and shall
also have the complete authorization to interpret the intent and
purpose of these Rules and Regulations. Festival officials also reserve
the right to disqualify any player and/or team for infractions of
tournament policies, including the following:

27. Use of Illegal Players.
players listed on the team entry form as accepted by Trybal are the
only ones eligible for play on that team. Player changes submitted on
authorized Player Change Forms, and accepted by tournament officials,
must be completed and approved by 8:00 a.m. on Saturday, December 12th,
2009. Under no circumstances will roster substitutions be allowed after
the tournament begins. Before the beginning of each game, every
player will sign a Release and Waiver and Sportsmanship Pledge. Any
team using a player not properly registered will be disqualified from
the tournament.

28. False Information

information provided on your team entry form or accepted Player Change
Form is the basis for bracket scheduling and is expected to be both
accurate and complete. Players listing inaccurate information on these
forms may be disqualified from the tournament.
