Boat Safety and Seaworthy Checks - Policy & Form

Basis for LBSC Policy

The management committee of the Largs Bay SC has this policy to ensure the safety of persons sailing on any boats that participate in racing and coaching activities at LBSC. The committee wishes to ensure that all boats have the appropriate safety equipment and are maintained in a seaworthy condition.

Rules applicable to safety equipment and the seaworthiness of boats:

 

Yachting Australia Special Regulations, Part 2, for Off the Beach Boats
The Yachting Australia Special Regulations prescribe safety requirements for boats participating in racing conducted under the Racing Rules of Sailing at Yachting Australia member clubs in all states and territories of Australia.  The regulations can be found in the back of the current Rule Book.

All boats and personal safety equipment must comply with the requirements of the current Yachting Australia Special Regulations, Part 2, for Off the Beach Boats and shall be maintained in a safe and seaworthy condition.

 

The Largs Bay SC Notice of Race and Sailing Instructions

Boats sailing in races conducted at the LBSC are also expected to comply with the requirements of the Notice of Race and Sailing Instructions issued by the LBSC.

Item 1.   RULES

1.1    The organising authority is the sailing committee of the Largs Bay Sailing Club.

1.2    All races will be governed by the rules as defined in the current Racing Rules of Sailing.

1.3    The relevant class rules of measurement will apply to boats sailing in races at Largs Bay SC.

1.4    All boats and personal safety equipment must comply with the requirements of the current Yachting Australia Special Regulations, Part 2, for Off the Beach Boats and shall be maintained in a safe and seaworthy condition.

 

Item 8.   MEASUREMENTS

8.1    Each boat shall produce a valid class measurement certification if requested by the race committee.

8.2    Failure to provide the measurement certification may result in a protest by the race committee.

 

Item 14. SAFETY

14.1  All competitors shall wear a personal flotation device which is in good condition and is in accordance with the specifications issued or approved by a national authority or standards organisation and branded in the country of origin or manufacture. Refer to Yachting Australia Special Regulations, Addendum A, R1.

14.2  A boat sailing at LBSC shall be in a seaworthy condition.

14.3  The race committee may at any time inspect a boat to ensure that the boat and crew comply with class rules, safety and seaworthy requirements and may protest a boat, which it believes does not comply.

Item 18  SAFETY REGULATIONS

18.5 All crew shall wear a personal flotation device when on the water and boats shall be seaworthy as prescribed in paragraph 14 of the Notice of Race.

Skipper and Crew Responsibility

It is the responsibility of the owner/skipper of all boats to ensure that the boat and crew, when on the water to race or train, is carrying the appropriate safety equipment and that the boat is maintained in a seaworthy condition.

The race committee recommends that the owner/skipper should print out a Safety & Seaworthiness Check Form and undertake a survey of their boat and safety equipment.

Action by the Safety Officer appointed by the LBSC

A safety officer appointed by the race committee of the LBSC may check the safety equipment and seaworthiness of any boats sailing at the club. The safety officer will assess the boat and safety equipment using the Safety and Seaworthy Check Form provided by the LBSC management committee.

 

The safety officer or other club official may advise the owner/skipper of a boat to present the boat for checking at any time and the location that the boat shall be presented for checking. The owner/skipper is required to make the boat and safety equipment available when and where requested.

Owners/Skippers are encouraged to do their own check of equipment safety and seaworthiness of their boat.
